They're seemingly a Japanese fan making an edit for Jtiny. They've also added English on some of their shorter videos, but 20 minutes is a long time to sub if it's not your native language, or if you're checking that it's ok after it goes through multiple languages, ie Korean content transcribed and translated by a Japanese fan, and that Japanese translation getting translated to English, you then need to go over it to make sure that the English is still what they were saying in Korean- You see how that's a lot of work with a longer video? Sometimes, some videos/edits aren't for english speaking Atiny, and that's ok. Someone else likely also made videos with him talking about animal crossing in other languages. Also, yes they're a very popular group internationally, but not all international fans speak english either, though it is a common second language across the world. Like, this live was when they were in Germany. Them being popular internationally and even being in Germany doesn't mean fans get to demand every video had german subs too, you see? We're lucky we have so much content either in English to start, or with english subs. Sometimes fans make videos for other fans in their own language, and that's a good thing, even if it's inconvenient for those of us that speak English. It's different if it's official content and a channel is the source of the content, then it's fine to nicely and politely ask for subs, though it's harder now that youtube removed community subs (people could volunteer to sub the shows for them) and they have to pay for a similar service.
