Dell tried a lot of different things in the 00's, it's a neat idea, a bit Mac mini like in quite a few ways. The limitations of those old chipsets are a complete pain, though!
I have to correct the chipset part a little bit here. The laptop Core 2 Duo from 2006 to 2007 came with 2 sockets, Socket M, which had compatibility with Intel 945 chipset (for really rare cases, Intel 965), and Socket P, which had support for Intel 965 Chipset and later (probably 2008) 4-series chipset. The Intel 965 chipset is actually Intel's first 64-bit chipset which does mean technically it can use more than 4GB of RAM and the Intel 965 (probably chipset variants that come with integrated Intel GPU) unofficially supports 8GB of RAM (2x4GB config). However, the Intel 965 is like the odd duck in Intel's lineup in Core 2 Duo era, so it is the first 64-bit chipset but also the last (at least for laptops) chipset to support only DDR2, so I think the reason why you said the system chipset is only 32-bit, is the fact that it only supports on paper 4GB of RAM which is understandable considering the 4GB DDR2 SODIMMs are rare because at the time when 4GB DDR2 SODIMM was released, most computers already moved to DDR3 and 4GB of RAM was decent.
I have one of these that I used as a file server until just a month ago. Wanted to use it for my firewire sound interface but there was some bug in the firewire controller that made it buzz.
