It may be rather early to come to Canada in March since your program starts in Sept 2023. 1 to 2 months to the start of the program is the best time to arrive.

The school can admit you but Embassy will reject your Visa. As far as Canada is concerned, always apply to schools or degree higher than the certificate you have already. If you go for something lower, you will be rejected at the embassy even if the school grants you admission.

You will have to be able to justify why you are applying for the diploma in your letter of Explanation...
You can apply for a PGD in any related fiels moreso if it pertains to your area of experience.
