So what you are saying is that i can drill where i want...there is no telling where water can be a 100m below the ground, on a flat surface of 1 HA........
There are ways of finding out - through groundwater maps, where they exist and using geophysical surveying techniques, but none of them guarantee that you will be able to drill a productive borehole (although if you are drilling into sedimentary deposits near a river or lake your chances are very high, but you might have quality problems instead)
