Challenges in Budapest
As you already mentioned some pros,i would mention some cons and reality based on my research.Any Indian or pakistani wish to settle there need to learn their native language since “very few people know English".
Tax is at 33% for non citizens, plus additional 2% each for health insurance and pension funds
Getting jobs and changing jobs are hard for non EU citizens. It is a complex bureaucratic process. Companies generally prefer 1)Hungarians,2) Eu non Hungarians and 3) non EU citizens, in that order. Time to land a new job can be anywhere between 10 months to many years!

Acca does not have much demand in Europe(specially in Germany) as compared to Canada. Based on personal experience.

ACCA doesn’t have demand in Canada either. Canadian companies prefers local qualification and CPA is always given a priority over any other accounting designation.

Please tell that is it necessary to complete A levels or after completing O levels you can enter Acca? Also guide if A levels will be required in any other aspect in life after completing Acca
You can do acca after Olevels, no I don't think Alevels will be useful any other aspects of life.
If you want to pursue ACCA, start right after your O-levels. This will save a lot of your time also you'll have to do the foundation which is of one year, that will help you in the basic understanding of accounting.
