We definitely can be sometimes. This is kind of thing is what happens when we divide ourselves into categories rather than understanding that every human being is a complex individual made up of numerous every changing parts. The great thing is, knowing this history shows us what kinds of systems are really destructive and awful so that we can avoid them in the future. Studying awful things in history can lead to a better future if we learn from our mistakes rather than hiding them. Look at what is going on around you, and take the lessons from history. That is how we stop being monsters and start moving to our near infinite potential as a species.
It's ongoing. Low income girls and young women in rural areas are overdiagnosed with reproductive problems. The cure is always hysterectomy. And don't overlook the preponderance of minority women who undergo abortions.

So eugenics did create human race?
No. Natural selection did. They are fundamentally different on a number of levels.
