they do both of course! the money thrown is not counted as the shagun - lots of punjabis and desis do it as a feeling of overjoyment to celebrate the dance performance "note vaar dhena" is what it's called circling the notes around and having them thrown. Plus, the waiters and caterers often pick up and keep the notes thrown as extra tips/pocket money so it's good for their businesses, too! Hope this helped
