At that point in video game history things like pleated skirts where still hard to render realistically, and they probably dropped it when they couldn't get it to look right. Note that in the previous two 3D entries she had a skirt, but it doesn't behave right at all.
This is simply an emulation bug. She does have a skirt but in some versions of the pcsx2 emulator the skirt failed to render or was rendered incorrectly leading to this visual bug. It's so old that I'd assume it is fixed by now. But in original hardware this would not be possible since the skirt would be rendered correctly as you'll see in so many other videos

As the same suggested, it featured a bunch of mostly High School-aged fighters of varying archetypes battling it out. Sakura actually appeared as a hidden character in the game, and yes, it's more or less Canon to the Street Fighter/Final Fight universe.
I know "technically" its not Really her in Morero Justice Gauken (Project Justice), it was just a special custom character made by Capcom. But I would've enjoyed seeing that appearance of her here lol

And for some odd reason she obtain the powers of the satsui no hado but she still kept her usual personality. After kicking some ass the tan went away and she lost the satsui no hado powers.
