Well, I think it's wei yinglou cuz she easily had the best life in his harem, she ended up as the final winner and ruled it as the imperial noble consort, the only reason she didn't become the empress is because she was of han servant class descent. After her death, qianglong did confer her the title of empress. Her son also became the next emperor and qianglong got burried next to her
Maybe he really loved her or maybe she was just too smart and knew him too well, his likes dislikes everything so thus she knew when to advance and retreat making herself special in the eyes of the emperor. This seems more plausible I also think that he kind of loved all of them, but his position didn't allow him to truly fall in love with anyone
But I think his true love is Ying Luo. Because after she died, her body was buried in a coffin that was located next to his coffin. That meant that he still wanted to be with her forever, even in the world of death. And He also named her "Empress Xiao Yi", Yi meaning Yin meaning earth to match his name "Qianlong", Qian meaning Yang meaning sky. The yin and yang combination is to be together forever like heaven and earth.😊
Consort Rong definitely did not even make it to the top 12 consorts in Qianlong's inner court because he didn't even commissioned a royal portrait for her in his famous scroll (Xie Xin Zhi Ping Tu) by Italian Jesuit Painter Castiglione. Consort Rong marriage to Qianlong was more laced in politics because her family helped quenched the rebellion in Xinjiang started by her first husband. Her first husband rebelled against the Qing government and betrayed Qianlong after the wars with Dzungars. As payback, she ended up marrying him to help established an alliance with the Qing government. Also, feudal China took burial and the afterlife very seriously. The fact that Qianlong chose Consort Ling (aka Wei Yingluo in Yanx) or Empress Xiaoyi to lie directly next to his own coffin speaks VOLUME. She's pretty much placed the same position as his first empress Fucha in his mausoleum. You do not want to spend eternity with someone you do not like or hate.
