I think you accidentally connect your resistor between MCLR/VPP and VSS/GRND? instead of MCLR/VPP and VDD? 14:48

Hmm... Pretty sure it's connected to Vdd (if you stop the video right at the beginning of 14:49). I don't know if it would even go into programming mode if you accidentally connected it to ground. 🤔
