There was gliches/bugs long while ago but it has been patched but in order to get tac-50 with supressor first you need become fugitive and add supressor. then grab the Tac-50 from armory shop as guard. it should work?

how do i escape prison??
There multiple ways to escape prison! By searching trash cans for crowbar, killing guards for keycard or waiting for fugitives to rescue you!

You can use vents in prison cells or sewers in prison yard. requires a crowbar like you mention!
