No, there's no hard and fast rule. Charles is actually half Eleven. I would never say "you can't" , but I would also want my player to really think about it. Full on Elves in Birthright are kind of surly and Dwarves are pretty rare in human society. It's a mostly human world as I've constructed it. But I have indeed had Elves and Dwarves in the party in the past.

They do not usually. There was a group henchmen last campaign named Groild who was nothing but a beast of burden, schlepping their goods around.
