It means to play the notes full value, and can also mean to put a small emphasis on the note (like bringing out the melody, not an accent.) In this case, I believe Khachaturian wants us to play the note full value (right up until the next note, almost like legato) and hear the downward motion of the LH line. If you notice the chords are going down by half steps. This is a pretty cool harmonic line, even though it is not melody. At the same time, the LH cannot overpower the RH.
