- In this video, we go over the powers of all Kage from Naruto Shippuden (Hokage, Mizukage, Tsuchikage, Kazekage Raikage) and determine just where they'd stack up against eachother. Who is the strongest kage? Who is the weakest?

Most of the comments I'm getting can be answered in my Minato and Hiruzen videos, but I'll answer some more particular ones:
Also since I know a lot of these are going to come up, in the original raws for the Naruto manga, Tobirama says Minato has better body flicker (movement) speed, not teleportation. That raw scan is in the Minato video in the description if you're interested.
Kakashi LOW and Part 1 Kabuto comparing to Tsunade was only for BASE Tsunade, I thought I made that pretty clear..
Me bringing up the Light Fang is not referring to Naruto evading it, it was simply a declaration of things being light speed in general late in the show to show the power cliff, once again, pretty clear. I talk about speed in better detail in Ichigo VS The Akatsuki if you really want to talk about feats, this is just raw power scaling, not so much feat calcs.

Prime Hiruzen (Who is the version we are using in this video not old hiruzen) is a preponderance and Narrative argument, the only counters are arguments from incredulity vs opinions from many Shinobi and the Databooks, which is faulty reasoning. He's just too unknown to disagree with these statements, just like it's silly to disagree with 3rd Kazekage > Shamon / Rasa because we don't know much about him.
The 3rd Raikage VS 4th Raikage argument was pretty well solidified, and the 4th Raikage used to fight next to the 3rd even when he was younger and was a massive support.
Minato is above the 3rd Raikage due to have having higher reaction speed and hax as well as the ability to seal things under 9 tails tier in strength with Uzumaki seals (Doesn't need the Reaper Death Seal in the words of Kushina) he also threatened Ay who was stronger than a Perfect 8 Tails Jinchuuriki with a Kunai and used the same lightning armor as the 3rd. The teleportation, seal, gg, strategy is all he needs though. It should noted that since we are considering Edo Abilities for Tobirama the same could be granted for Minato, so Minato is Sage Mode / KCM if you really disagree with Base Minato's placing anyway.
After looking into it, Gengetsu and Mu do state they beat eachother in the manga, so my ranking is perfectly fine. I was more so worried because I kept projecting in my head that the statement was from Storm, apologies. (Doesn't change anything other than make the ranking more valid)
(The flashback was actually Itachi's that causes confusion, which makes the claim that they're equal even more redundant)
A lot of people are complaining that Tobirama invented a lot of jutsu and that's "What he did tho," him inventing jutsu does not make him particularly powerful, and other shinobi mastered these same jutsu better than he ever did. I only brought up the future mattering for the Kazekage as that was pretty much the ONLY difference between the starter Kazekage, it doesn't apply when there's more information to go on.

Mu is criminally underrated. He has particle style that can disintegrate entire armies, he can turn invisible and extinguish his chakra so not even sage mode can detect him. His sensory skills allowed him to sense someone miles away. He knows all 5 chakra natures, he is a master swordsman with probably the best reflexes among most if not all kage. He would make a master assassin and could infiltrate any village if given the opportunity. I mean the guy could fly for god sakes. Perhaps his only weakness was his susceptibility to genjustu otherwise I don’t understand how he could not go up against hashirama or even Madara without the Rinnegan (we already know particle style can beat susanoo) at any point, he truly was the one of the strongest shinobi of all time. Hell he could even split his body into two if pushed into a deadly situation. Really wanted to see more of him in the series.
Mu is probably my favourite Kage, best design and ability, and I'm upset we didn't get to see him face Gengetsu who is also one of my favourite Kages. Like they could've at least made a filler about that it was pretty interesting to hear about 2 Kages killing each other in battle.
dude if garras sand could detect mu ofc sage mode could.....nobody has ever tried to track mu with sage mode so that is an assumption.......he has never used a sword in the anime and manga.......and pushing his body into two is a basic substitution,although its only been used by him

I miss when fights weren't dbz tier snorefests. Naruto was at its best when hand to hand combat and planning were important.
Even in early Naruto, a lot of Jonin died as fodder to mere kunai.

Tobirama took on 2 jinjuriki in the gold and silver Brothers with like 20 s class Shinobu, also he created most of the jutsu that the Shinobi use. He also was the strongest water user without a water source also he was strong enough to scare almost everyone with edo tensei at less than full original power. So he should be at least a little higher imo.

I am gonna say no matter how much you love tobirama he would still lose to the 4th raikage tho.... Tobirama said it himself that he is slower than Minato and it was stated that the 4th raikage is just as fast as Minato and tobirama doesn't have the physical strength of the 4th raikage , in any situation I can imagine tobirama would lose to the 4th raikage.
The best thing tobirama can really do is the flying raijin and Minato did it better , tobirama does have good water jutsu but Minato could easily teleport away and react to ,especially with sage mode, and the rasengan combined with sage mode and a better flying raijin is a pretty good case for tobirama losing and if Minato summoned Gamabunta idk what tobirama could do . They can both do shadow clones which won't effect the battle much, even if Tobirama uses a whole bunch of jutsu , most of them are gonna be either useless against Minato because of either the speed of Minato or the fact there wouldn't be much of a point to use it . Kakashi knew tons of jutsu and we don't see him use them all that often and in debates the main point brought up for him is the fact he has chidori and the sharigan. So I dont think many of tobirama has will come into play in most situation. A more fun and reasonable argument would be tobirama vs Garra or tobirama vs yagara
Also, it's good to remember that Tsunade and therefore Jiraiya and Orochimaru were all alive into pretty extensive childhood during Hashirama and Tobirama's time so Orochimaru would even more likely count them among the ninja he's seen when ranking hiruzen

I agree with Hiruzen number one. But why did he let edo hashirama fight edo madara, if he knows he is the strongest...I mean he should be the one dealing with edo madara if he is strong. Remember when zabuza broke team 7’s manji formation and said “you do not know what it means to be NiNja”. Scene made me think jonins were the top tier skilled stealthy ninja but a lot changed toward the end of shippuden
Jonin were badasses when compared to regular ninja but end of Shippuden became more about gods and demi-gods.
Even by early shippuden most jonin were pretty useless against the big bads. Like jonin Neji getting caught in a water prison by a water clone of a 30% strength Kisame.
Zabuza was a badass. I'd love to be back on that Jonin=Danger times.
Zabuza vs Darui (Shippuden) and other Jonins of the scale would be amazing.
I always criticised Dragon Ball Z for the increasing power level. Future Trunks humiliated Freeza and his father, but was humiliated by the androids. Unfortunately, Naruto took the same way of power level, so the Seven Ninja Swordsmen, Anbu, jonins, and other elite ninjas are weak at the end of the series. That's why I prefer Classic Naruto over Shippuden.
@@Tungdil_01 its not even a dragon ball or naruto thing, its a shounen thing, tension must be constantly rising, and in series focused on fighting making the last opponent stronger is almost always the obvious answer, the good authors are the ones that have ways around it, some change the focus of the story, others take away their MCs powers after the fight, others like to not even have their MCs surpass the final enemy, just having cool abilities that break the conventional. Others have more unorthodox approaches like Jojo's Bizarre Adventure constantly changing the protagonist, or Hunter x Hunter with its power system that was structured from the beginning in a way that pretty much allows a weaker opponent to beat a stronger one without needing to constaly power up everyone, thus avoiding power creep. It's an interesting topic since every author tackles it differently, although nowdays most authors are avoiding it by just ending their series within 2-3 years tops to avoid it happening
Pretty sure Hiruzen being the strongest Shinobi only refers to Shinobi alive during his time as Hokage.

The scary thing about onoki is that despite being 79 he was still the strongest kage during the 4th war by a country mile. Imagine how strong he would have been in his physical prime. The only reason during his prime he wouldn't be considered the strongest shinobi in the world at that time was because of prime hiruzen and later minato when onoki was out of his prime.

I was kind of mad at your placement of Tsunade, but I have to agree. I feel like Tsunade was a great Hokage in the sense that her support jutsu was insane, especially seen in the fight against Pein. As long as she's around, any army of the leaf would be twice as hard to beat. Individually though? She belongs where you placed her.

Heres how I see it. Hashirama and Hiruzen are from two different eras. That already poses a problem for Hashirama because a lot of his feats go into legend and maybe not everyone believes all of it as true anymore. I think over all their feats were pretty equal but the reason why people believe Hiruzen is stronger is because they weren't alive to witness Hashiramas feats. The shadow clone or multi-shadow clone thing being a “forbidden jutsu” was a weird one to me. It was a requirement to make one in school, but it’s forbidden? I get that most characters don’t have a big enough chakra pool, but idk.
i think the tobirama placement is only accurate from an empirical lowball. with narrative implications (w/ headcanon and having potentially defeated ginkaku) i would definitely rank him higher than the current 5 kage, and more towards the higher end of the list

You could figure from that that the other edos were prime but people like Nagato and Granny Chio were how they were when they died. If you look back at the anime or read the mange kabuto states that he reanimates people better than their prime, in the madara reanimation episode, while orochimaru, when he reanimated the 5 kages said that they are revived almost at their peak. That's the difference.

As of ninjutsu skill itself, 3rd hokage clearly is more skilled and knows more justus and even is more versatile in all 5 chakra natures. However, hashirama beats him in chakra(tons), sheer strength and speed, stamina, and op healing which can somewhat be explained with him being ashura’s reincarnate. Also in terms of Hiruzen being the strongest hokage, it was technically a rumor by the general public rather than knowledge from the higher ninja world. For example, iruka is the one that states this claim in naruto and he’s a school teacher. Hashirama on the other hand, was acknowledged by orochumaru, danzo and other higher ninjas who all acknowledged him as the “god of shinobi”.......when the 4 hokage were up against a juubi obito, they all looked at hashirama and told him “even you can’t beat him”....why would the 3rd hokage state that to the 1st hokage rather than himself? Wouldn’t they look at the strongest person there to take on obito? No one looked at hiruzen but instead at hashirama. Also, reanimation brought back all the hokages near their full strength but with unlimited chakra which means that the only thing that dums hiruzen down by his age is sheer speed and sheer strength for taijutu. NOT NINJUTSU OR GENJUTSU. Given that hiruzen and hashirama are both near their peak, hashirama is the only one of the 4 hokage who was strong enough to break orochumarus seal for the reanimation.

To wrap things up, naruto as a series is super super super super inconsistent with facts since it technically does state one thing yet show other things that completely contradict it. I think it’s worth acknowledging that most of the Hiruzen wank comes from super early Naruto before the power levels of the other kage were established. It’s a little wack to put him in second place and say “you can’t disprove it so it’s completely logical”. You can’t just say he’s the second strongest because we don’t know enough about him. Naruto is full of retcon, if you apply common sense it’s pretty clear that Hiruzen is not in the league of Hashirama or Madara. When Madara was resurrected, Hiruzen didn’t think “oh man if only I was in my prime”, because he knew even in his prime he stood no chance. I just feel like Seth is always shitting on headcanon, but will then take huge leaps in logic using headcanon when it benefits his arguments.
But this was never retconned.

Shukaku wasn’t even created to be a tailed beast, and the entire concept was created later on in Kishimoto’s writing journey. It’s obvious how much he didn’t have planned out from the beginning, stronger former Hokage’s being one of those things. These things were retconned later in the plot. Shukaku is not a simple sand spirit, but the 1 tails, and Hiruzen is not as strong as Hashirama.

Hiruzen being the strongest was never retconned. It was stated on multiple occasions that he knows and mastered every leaf jutsu, which includes the 8 gates. Even as an edo he literally defeated the gedo statue that the entire shinobi alliance and like 5 kage could barely scratch in a few seconds. He also outsped edo tobirama who couldn't even destroy the God Tree roots and saved Naruto.
I can’t wrap my head around how you ranked Hiruzen above Minato… there’s a significant gap between there. I also don’t understand how you placed him higher than Onoki. What Onoki has done in combat far outclasses anything we know about or seen from Hiruzen. I’d put Hiruzen under Onoki at 7 if we were using your list.

I disagree with Hiruzens placement. Prime Hiruzen has no feats, just statements, and just a few years later when Obito attacks the village all he could do to Kurama was not die and hope Minato got there soon, so I'm not sure how he is the God of Shinobi, and in Naruto, age really isn't that much of a weakness. Look at Onoki. He is way stronger in the war than he was as a young man. If I'm overlooking something let me know please but I can't see a world where Hiruzen is strong enough to rival Hashirama or even Minato with his speed and hax abilities
Wasn't a few years later, it was decades later. We know Age significantly affected Hiruzen's strength. The fact of the matter is, Prime Hiruzen has more hype in the show than any of the Hokage not named Hashirama. He should be above base Hashirama. Then Hashi wins with Sage Mode.

Minato and Tobirama are both geniuses and could definitely utilize a plan to counter them when they also have Hiruzen and the other kage. Hiruzen could lead the other kage with Minato and Tobirama acting as support. Hiraishin can be used to blitz the two when they need to recover or are off guard. Minato on his own is a legitimate threat to Hasirama or Madara 1v1, especially with sage mode. Outside of a sneaky tree limb, what moves do they have that can catch Minato or Tobirama?
