Sidious lied. Maul was a Sith apprentice. A so called assassin wouldn't survive getting in cut in half off of his hate for Kenobi. Sidious came to deal with him personally after Maul took Mandalore.

Actually, Maul isn’t Dathomirian, he’s an Iridonian Zabrak, and Sidious found him on the streets when he was a boy Maul wasn’t some mere assassin, he was Darth Sidious’s Sith Apprentice Maul died, he fell down a reactor shaft
oh, yeah no they actually expounded on it in the tcw show with the episode where Kenobi teamed up with Ventress, and Kenobi says as he is filled in by Yoda and Mace before the mission, "i was under the impression Maul's homeworld was Iridonia" in response to Mace telling him that he was a nightbrother from Dathomir.. Mace clarifies that Iridonia is where the rest of the species live. Zabraks of Dathomir did originate long ago from Iridonia but crossbred with nightsisters over millenia to appear the way they do with bald heads, crowns of horns and various skin pigmentations, all warm colours. Messed up i know, still seething because basically it makes the significance of Maul's red/black sith tats nullified, with the other zabrak nightbros and their yellow/black, yellow/brown, orange/brown, brown/black patterns that aren't sith, just tribal adherence. What was interesting and idk if its canon or not, but this vid mentions that Maul was submerged in water as a kid and gained tattoos that way, which were black over his red skin. When Sidious found him, his body was altered once more to have more traditional sith like and linear tattoos. And i'm prepared to accept that explanation at least
Also you are correct about him not just being an assassin, this is backed up by the political intrigue and strategy devised around his criminal network scheme and how he isolated Kenobi from his allies to trap him. Big brained manipulation moves you expect from Dooku honestly.

Palpatine knew just how ruthless and vicious maul was that he dealt with him himself that alone tells you everything about maul.

Agreed. He had every reason to become an anti hero.
