Many of the scenes in this movie were shot with ordinary people who had NO idea that Cohen was filming a comedy movie. They were eventually told afterwards and they had to sign a form that they were ok with being in the movie. There were obviously some scenes that did not make it into the movie due to the people not agreeing to be in it. Funny movie, but a risky method of movie making. 😂
And some were scripted or manipulated to help the storyline, like the garage sale lady could've been real but they obviously put the Baywatch book there
The movie becomes even more impressive if they watch some of his other movies to see just how insane his range as an actor is too. Like from Ali G to Borat to Jean Girard from Talladega Nights it's just insane.
No one has to sign anything if the shots were filmed in public on public property. Only the scenes in places like the hotels, the bed and breakfast, inside stores etc needed permission and even then, only from the owners of the property. There is no expectation of privacy in public. Even if the public within private buildings if the owner of the property allows it
We call them "Yard Sales" here in the U.S. when people have stuff they don't need any more they put it all out in their yard for sale. Anyone can just come up to their house and buy stuff. It is something people do on weekends sometimes when the weather is nice.

Although this movie is funny. The really funny (and scary) parts are the people around him and how they react - or don't react. He puts horrible ideas forward, like asking for the best gun to use against a Jewish person and the shop owner quite happily shows him some options. The same goes for the cowboy bit where they were all happy about hurting people from other countries but then they got upset because he sang their song wrong. The movie is about how fkd up some people are in some parts of America (but I expect it would say the same thing about people in other countries too).

In Bruno he nearly died a few times or came really close to being beaten badly. He was in the Middle East and Bruno is suppose to be a gay character, well a group of religious people saw him and started chasing him thru the streets. He was able to get away but if they had caught him he might have been killed.
If someone needs a break from comedies like Jackass and Borat, I would suggest "Safety Not Guaranteed". It's heart warming, quirky, and charming. There's a guy who thinks he can time travel, and some reporters who are writing a story on him. There are no nude men fighting with sex toys, or shooting fireworks out of their butts.
The only ones that knew what the movie was about, were the "prostitute" (actor), the fraternity boys (actors) and Pamela Anderson (even her bodyguards didn't know).
