Because for it to be legally called a burger, it has to be ground meat (think ground beef). However with chicken, you can’t necessarily grind it up the same as beef. If you try grinding chicken up it’s slightly different from being truly ground, due to the difference in muscle fibers. But mainly, you can’t even get much ground chicken meat from a whole chicken, seeing as they’re small. So, it’s not economical to grind up so many chickens and then buy them solely for a burger. Hense, why they have to call it a “chicken sandwich”.

If people really wanna get into semantics there are definitely distinctions, the shape and style of bread used dictates what it is called. If it uses burger buns it is a burger. Most other types of bread will result in a sandwich. And a sub is different than a sandwich.

The word “burger” comes from the hamburger, which is derived from the German Hamburg steak made of ground beef and it’s basically the patty. By definition the hamburger would consist of a ground beef patty between two buns, typically burger buns; this is why the chicken sandwich is still called a “sandwich” even though it’s in between burger buns. Hypothetically if you were to use a composite patty using something other than ground beef and you cooked it the same way, it would still be a hamburger, but the chicken in a chicken sandwich is a whole cut.

If you keep the chicken in it’s original fillet, then it’s a chicken sandwich. If you mash pieces of the chicken together and form a patty out of that, then it becomes a chicken burger. Hope that helps.
