That looks like its been in a factory or a garage with that density of dark muck that's been left behind. Many of the PC's that I've worked on inside peoples houses, who had pets and wood flooring, have a horrible amount of dust and hair deposits inside. The PC's in those houses are simply vacuum cleaners especially if the PC's sit on the floor, whereas carpeted houses kept the pet hair and dust in or on the carpets.
To use those old PSU's it would perhaps be wise to change the main capacitors as well. That's one reason why the only power supplies I risk touching is the BBC micro ones, because they're well above my skill level.
