I can't believe that you posted this video, once he found that the bulb wasn't the problem & it was just a loose connection...jeez! I think everyone knows how to spray Windex & wipe off with a paper towel. I came here to learn how to replace these unusual bulbs myself because I can't figure it out.
This is a maintenance video, not a repair video. To replace one of these lamps, you simply loosen the two screws on the back of the lamp, pull the wire connectors off and replace the lamp.
Thanks for the question. No, since this is a 12 volt system, it's safe to work on while the system is live. But, better to be as safe as possible and turn off the transformer anyway.

Looks simple. Does the current have to be killed before the replacement.
