Inlet hose should be bigger diametwr if that long. Compressor purges should be open when starting than close

I use BAUER Kompressoren Junior II. I got a problem during using the air compressor to refill the air
cylinders. As per the instruction manual, international filling connector connected to the air bottle,
opened the cylinder valve then pressure gauge showing present pressure of the bottle. Once I
started the compressor air is not filling to cylinder, when removed the connecter from the bottle
pressure gauge still showing the beginning pressure of the bottle without dropping. While running
the machine I felt air leaking on top of the safety valve of filter cartridge. Advise me
