I believe the GFCI needs to be WR rated now-a-days... (weather resistant). Also TR (tamper resistant) if it is a remodel. Thanks for sharing!

Thomas Warren correct, the outdoor ones need to say WR on it.

How do you know whether to purchase an outlet that is 15 amp or 20 amp?

If it’s on a 15 amp circuit or 14 gauge then use a 15 amp rated outlet.

What if the the basement is finished and I can't follow the wiring , the circuit panel does not indicate the circuit breaker for the outside outlet and I'm trying to replace a broken GFCI? Should I just shot off the whole supply and quickly make the change?

Will this replacement work for an outdoor two prong to gfci replacement?

Once you have removed all the wires you should marrett the two hot wires and as extra safety incase there is bad wiring further up line the white wires too. Make sure no wire is touching anything then re-energise the breaker. The hot wire can be then identified and the breaker turned off again before further work.

I really think people should stop putting GFCI receptacles in places like this. If this is a dedicated line then put a separate box next to the panel with a GFCI outlet and route the wire through it. If there are more outlets upsteam at the very least put the GFCI protection in the first one, so that the entire line is protected. When you put a receptacle like this, if the power starts to leak from the hot wire this will not trigger this outlet's protection. And this is a huge risk in a place like this.

If this outlet is being fed by a GFCI inside the house, you don’t need this Gfci outside. You only need a weather resistant outlet. If you’re going to do a proper “how to”… Do a great job at it so you’re not misinforming people.
