I’m surprised this is still a question. We’ve already seen the Jougan a multitude of times and have a lot of info on what it can do. Lightning release innately emanates from the eye, he has access to space time jutsu through the eye, he can see chakra to a degree, being able to literally see evil intent. And a litany of other abilities some shown, some still hidden. I was honestly dumbfounded hearing that there are people who think this is a byakugan.
I think the lightning release on his eyes when he activated it might not correlate with Jougan. It only manifested a lightning since Jougan like any other dojutsu needs a concentrated chakra to activate it and seeing he has lightning release chakra nature that might be the case. But in such case, it's not like his own chakra was used it's more of a natural occurrence like Uzumaki with their sensory ability. Well basically it's just sensory ability with Byakugan.
People just randomly say stuff they dont like is not cannon and for some reason others believe them. A long-standing problem in manga/anime communities but DBZ and Naruto are the most notorious among shonen for this i think
One funny thing to point out, that in the manga before boruto seen the glimps of the future it show us a panel though his byakugan the future in his perspective, buuuuutttttt his eyes at that time were close so boruto seen his distiny through his other eye and not the other eye were his byakugan resides. I dont know what this means but it is stated that there mind merging idk 😐, but it is odd cause it is in Boruto's perspective not momoshiki so at that time when Boruto was seeing his future in his perspective not monoshiki yet it shows us the panel were it is focus through the "byakugan" as if to indicate that the future is seen through that eye but it contradicts since it was slash and close. Regarding the eye itself one thing I can only say is that it is odd that when future boruto in chapter one his eyes were close but open when using karma. In two blue vortex he close his eye as if he cannot open it or as if he became blind. I dont find any reason why future boruto in chapter 1 or momo can open his eyes yet now in TBV his eyes are close. I dont know what his reasons now why he close his eyes, others might say to prevent momo from controling his body but momo easily control him at the time when he was slash and boruto isnt even depleted so i doubt this reason as to why he close his eye. The other possible reason is he is blind on that eye and when he use karma or taken control by momo that special eye replaces it.
I do believe the Jougan is extremely powerful because when Boruto beat Momoshki’s red blast with the rasengan to defeat him his eye turned into Jougan to the point of giving him the power boost to overtake Momoshki’s power during the clash, remember just before Naruto gives Boruto the massive rasengan Momoshki ate a few more chakra balls and still lost.

Just want to point out something everytime the byakugan is on screen and even in the manga there are always veins around the user’s specific eye iirc so if this is indeed true shibai most definitely possess a Jougan

Having Uzumaki's sensory and byakugan's ability we can devise a few abilities like: Prescience - Momoshiki stated he can see a higher plane basically a glimpse of the future might be the same with jougan. Genjutsu negation - being able to sense and see chakra and chakra pathways it's pretty clear. Space time ability - he cannot forcibly open a portal, but he can find and access space time rifts. Mind Reading - he can see through someone's emotions and intentions. One can say it is the One True Eye or the Eyes of Truth.

Boruto has more taijutsu and strategy in battle than all of shippuden. We see more of the political relationships between villages and small towns possibly more than in part 1 of Naruto. Such a tired and unoriginal criticism at this point.
