I am convinced skeletons have aimbot. nobody can tell me otherwise. also, on the versions 1.9 to (I think) 1.16, you can hit a skeleton with the arrows that reflect off of the shield. don't quote me on this, but I experienced it before.
They will indeed always hit you if you keep moving in the same direction. Though if you make a quick move right begore they shoot y can dodge it. Also yes thats true. Though because the arrow is very slow after the shield bounce in wont deal a lot of dmg. It can even give the skeleton the invincibility it needs to dodge your follow up attack
