The opportunity is only for the vendor company and not for that of the client. So there is nothing to share as such. But from the perspective of the vendor, they see this as an opportunity and are working to make it happen by creating the spin-off company to handle the additional scope. Looks more like enhance or exploit than share. Comparing this to the one on slide #13 where the project vendor show only interest to increasing their chance of winning, this one at least creates a company. This makes it more of exploit than enhance.
Good observations. PMI is rather specific about the share strategy on Page 444: Examples of sharing actions include forming "special-purpose companies", or joint ventures. So that is sharing in PMI world.
Good question! Because you are not truly AVOIDING collision, you are reducing the probability of it happening. The question even puts that in there as a clue. To avoid, just do not even overtake or even drive at all!
