It's almost right but i figured it out. you actually have to put on Lil Jon on the stereo, stand on your head three times, ok? then walk backwards around a church while entering the codez. And when you finished the last code you have to put a shoe on your head and twerk a minimum of 5 minutes. Then call 911 two times and present yourself as "La Paloma" hang up the call and restart the phone and you are good to go, works every time.
