Ideally it should not if you are selecting the free tier in Runtime type option...I just tried to check if something changed but it is working fine for me without any payment...In the worst case scenario, you can login from a different Gmail id and see if it works

Did you try changing your Runtime type..do you get CPU and T4 GPU options to select?
