I respectfully disagree with what you said about temporal spectrometer. Yes, it competes with guide when talking about level 3, but in future cases where a decklist might be too tight to run guide, or you don't run guide specifically to free up deck slots for something else, you can always run this instead and you dont even need to draw guide. This is always in the material deck to materialize whenever you want, it is a guaranteed guide that only takes up 1 slot.
I suppose the question to start posing it, can you get better than GCR without being overly broken/oppressive? In a game such as GA which is heavily dependent on your hand size as a resource, is it possible to make anything better than GCR?
Depends on what you mean by "better than GCR". Better for some decks, absolutely, better for all decks, probably not. If they release a divine relic with a medium impact persistent/building effect and give it spellshroud, that could be enough to fit in decks. Grail is also already played over GCR in fire Zander main deck. That being said they're probably hesitent to put spellshroud on a divine relic, it's a pretty powerful keyword. If spectrometer had it, it would be incredible in slow matches (and it's already pretty good in them).
When it comes to material deck cards, I feel like its not possible to be consistently better than the free card draw that you get from GSR and the elemental baubles. I'm honestly kind of hoping that they ban them since they also just lead to very boring gameplay. Card draw is permanent mana ramp in this game, and short of a side-boardy hose card like lantern or a damage card on your kill turn, taking the extra draw is basically always the right choice. I also hate dungeon guide with a passion. The amount of times a game between 2 decks that want to go to lv 3 gets decided by it is pretty stupid. Not only that, but it them immediately turns into a totally dead card in hand once you're done leveling. Its like having to play 4 garnets in any deck that isn't a lv 1 oriented aggro strategy.
I dont think its that bad.. i feel it has its place.. yes its niche but still. Now im not saying this makes silvie playable but it does add value when resource management in the tamer class is awkward as ****. Id give it a 2.5/5

I think spectrometer has a place in wind decks where you can utilize Beseech the winds to cash in the value without losing tempo.

I think it could be a 2-3 in a vacuum, but since it directly competes with GCR I can understand it getting a 1.
