I'm playing around with Dare + Nightwatcher + Pulse. Running 4pc ND with Memento. Feels quite strong, even with 2 armor cores (3 with Memento). Give it a try!
I've been using Negotiators with Blue Screen since Blue Screen wants you to tag as many enemies as possible anyway. I'm not sure how this will work with Pestilence given the weapons low base damage.... 🤔 EDIT: I guess when you combine the ticks with the crits it balances out the damage output.
ND is one of the best gear in the game... especially while playing solo.
