Ayyyy! and somewhat! So you can sign up for the tournament about a couple months in advanced until it gets sold out, you don't need to compete in it to go regionals though. You can also buy a spectator pass instead to access the event. Once there anyone can shop at the vendors and also play in side events for VGC, Pokemon Go and TCG (cost money to play in side events) and you can get tickets as prizing from them which you can redeem at the prize wall! Only International/worlds they have an official Pokemon Center store on site.
