They were encoded brodcasts with a set of Identifier numbers/letters played twice, the message, then the identifier twice more. Some had jingles before every broadcast, such as gongs, The Lincolnshire poacher, a music box playing the Swedish Rhapsody, and other oddities. The most infamous one, the Buzzer is still going on today and is believed to be for the Russian Military, the buzzing noise is a line occupier to prevent others from using it.. Though the messages CANNOT be cracked unless you have the one time use pad, which were probably burned after the message was translated to keep it out of enemy hands.
I call bs on bees being "too erratic" to be considered viable for spy drones. In basic training I saw a large bumblebee, about the size of a $.50 coin, just hovering in front of me right after I had got my chow while out in the field. Homie hovered for a good 10-15ish seconds. I just looked at him, looked at my food, looked back and said, "Nah fam, this my chow" and he respectfully departed. They can and definitely will hover in place if they want to.
