the person in jeans is a beggar who intended to take the money on the floor people had gifted her majesty!! the woman in the blue who played the role of soldiers is a ex student of QSC (Queen Salote College) hence why the Queen is dancing with these ladies and less men in behalf of her role as the patron of the school committee!! the lady in the blue stopped the beggar from touching the money as it is forbidden or taboo for a peasant or commoner or anyone to touch the Queens gifts that are placed by her feet from people!! However the Queen could wish to dance without any security or soldier by her as she wanted to dance and bond with her ex students of QSC as they are presenting their gifts!!This portrays the Queens character as a loving,caring and humble Queen of Tonga
