I live in Australia, I've literally never driven in the snow and I still know how to drive on ice bevause the roads will still get frosty in the winter some times. I'd imagine its the same basically anywhere that it isn't tropical. Even if you don't have that, it just makes sense to go slow on ice.
To me it just seems highly negligent.

"Barely missed." Tnose words mean that you did not hit the vehicle but almost did. Clearly the vehicles collided, which means they did not miss. A more accurate term here would be a near miss. Because the cars almost missed, but hit.
