      Signed. Music geeks unite! I feel like maybe you've struck a chord here (pardon the pun). I tried to leave a comment but had to delete it lol. Daytime music should be safe for any and all between the hours of 7am-9pm. If you can work with hammer and nail and saw at 7am, you can work with string and whistle. Good luck to Fiona!

    I'm in the USA... My next-door neighbor does woodworking and metalworking projects.... it generates loud sounds. I fix my car, play the drums........stuff that makes noise. We talked about it, and decided that 9:30 PM was the "stop time" for loud noise. We have NEVER had issues. I am thankful for my noisy neighbor, who I was able to come to an agreement with.

      Im actually thankful to live in an apartment complex that ACTUALLY enforces noise complaints. We have a 3 strike rule here and noise stops at 10pm and starts at 8 am.

      Yes my neighbour did some works in an outbuilding and it was noisy for a couple of months, now he is doing works inside the house, what are you gonna do about it.
      We know each other, he is cool, I am cool, what's the point, then again I make noise sometimes?
      Some people have too much time on their hands, and god knows what else.

    When i lived in california i rented a house and every other day a woman would practice her singing she was an opera singer my wife and i always sat out on the patio have a couple drinks and listen to this womans beautiful voice it was a treasure and a gift it always lifted our spirits.

    This is really sad to hear Andy. When I lived in an apartment, one of the neighbors complained anytime I played music in my apartment...didn't matter what the volume was. Yet their children ran around screaming and pounding on the floor and that was ok! To get back at them, all of the other apartments joined me in a building block party, tuned our stereos into the same rock radio station and had a party on a Saturday with out inviting them! We made our point. Today, I am fortunate to live in my own house on 10 acres...nobody complains anymore!

    I was forced out of an apartment due to a neighbor demanding that I stop playing. Didn't matter when, didn't matter how quiet I was able to keep it. This was the same neighbor who was throwing wild parties at 3 AM on weeknights. Yet somehow the property manager sided with my neighbor. It's worse to practice your acoustic guitar at 3 in the afternoon than it is to throw drunken parties and blast music and yell and scream at 3AM.
    City life has become downright hostile to musicians here in the states, especially in recent years. It's one of the reasons I moved out of the city to a small town. Now my neighbors complain because they can't hear me good enough.

    Glad I live in Canada...we were jamming once,a neighbor complained to police,they show up at my door step and asked us to play,they requested sweet emotion,then told the neighbor that we were allowed to play till 11pm😂

      I would like to hear their side of the story before making such a statement. The correct procedure would have been to go measure the noise levels during rehearsals and have a look at what the law says and/or what the "flat complex" rules - which can appear more unreasonable than the laws (often pets will not be allowed) - says. If done properly, they would be in the right to threaten with fines. If you don't like it at this point, then start advocating for having the laws changed. And if you missed the fine print in the lease contract about horrible noise rules, that's also on you as a renter and you're the one that should move. If this is just a favor move from the council, then yes I would agree - ridiculous and would probably not be legal if it went to the court system and they couldn't document measured noise levels against the law.

    I had years of harassment from my next door neighbour, who would complain to the council (Milton Keynes) about imaginary problems. Although she was known to be a serial complainer, the council took her side every time. They would just send me a threatening letter without ever asking my side of it. It seems Lewisham Council are just as incompetent, and it also seems Fiona Fey's neighbour is using the council to harass her.

    Seems Councils everywhere are becoming drunk with power and no longer have the public interest at heart.
    They need to be consigned to the history bin or at the very least have their powers dramatically reduced.

      Sounds like "par for the course" for these power-hungry councils. How about testing the sound level from the neighbor's pace, and if it is under the sound pressure level, deny the complaint. The neighbors sound like they don't have kids with their noise.

    A locality in my state, Henrico County, Virginia, USA passed an ordinance a few years ago. It addresses excessive noise coming from inside the home during the day. Nothing about outside, but specifically noise from inside the home. I can only imagine it targets bands and musicians practicing in their home. Silliness.

    Goes both ways - we have a neighbours quite near us… they play in pubs around the area… but often practice VERY LOUDLY from lunch to midnight and beyond, with very big speakers …. There are families with disabled kids who get triggered by noise, there are shift workers who need to sleep, there are elderly people, some with serious health issues, some dying. The music is repetitive, they’re not great singers, turning up the volume presumably thinking that makes them sound better (?). There are sound recording & practice studios for rent in the area, and musicians could /should build themselves a sound hub/pod to practice in …. Or get their local government to provide more space !!!

    I used to live in a studio apartment, and the landowner told me to not play any instrument. I'm a bass player and just quit playing for the time I lived there. Then I moved back to my old place and never had a single complaint about playing guitar/bass or loud music. In a building, surrounded by apartments. But, Serbian law lets me play loudly in the daytime, except for the break time that is 16:00 to 18:00

      So it's evil to be bothered by loud sounds coming from the neighbor? I would have some tolerance, but I don't know how loud she was or how much the sound is getting through. She should just buy a soundproofing booth, that way she can be as loud as she likes, and the neighbors wouldn't hear a thing.

I'm not bothered by "normal sounds of life" but I'd probably resent being constantly exposed to loud music. And I totally hate my neighbours almost constantly screaming at their kid. For me that's 💯 a subject to report.

      @@danfg7215 She literally said she did what she could to soundproof her practice area and move it as far away from the neighbour as possible. She also mentioned her instrument plays at round 80dbs, which is about as loud as the volume of a single passing car. Could you imagine being able to threaten a fine and the seizure of the cars of everyone who dare drive past your house and disturb you with their noise? It's a similar level of BS.

    This is just crazy and I feel for her 100% as someone that plays music everyday in my studio I would be lost without being able to play music on a daily basis. This is also why I bought my own home out in the country away from people so I can play as much as I want as loud as I want without dealing with crazy neighbors causing me these kind of problems.
    I hope she can find a better place to live so she can get back to practicing and playing like she wants and needs to I wish her all the best.

      Same here but I live right in the middle of a conservative small Midwest town that ain't to keen on load distorted guitars or people screaming over a loud pa system die!! Die!! die!!or if you play breaking the law by priest they come beating on the door well we don't answer it just keep on playing they'll eventually go away !it's rock and roll rebel against the establishment and authority if they say up you go down they say left we go right nothing's changed no matter what you do if you ain't following along with the other sheeple your going against the grain and they hate you anyways so fuck em! You want to be heard what better way than through a few thousand watts with a backing of loud bass and heavy guitars ! Double kik drums

    I’m 78 years old, and through the years I’ve had to put up with noisy neighbors with loud parties, etc. I now live in a 55 + neighborhood and I believe that I’ve earned the right to peace and quiet. I still play my guitar, but I don’t play obnoxiously sounding distortion. My house is well insulated with double pained glass, so there’s no way my neighbors can hear me. If you’re planning on playing music, especially in an apartment, plan ahead. Do your homework. Not everybody wants to hear other neighbors music etc. try to understand their needs and not just your own.

    I'm Belgian.. I used to play jazz trumpet and played over 2hours a day at home....
    Now i've been playing guitar for the past 10 yrs. My neighbors sometimes ask
    me if i can put it louder because they can't hear the music....
    I never play scales loud tho, i only play loud when it involves complete pieces
    which i can already play fluently ..i do it to maintain them and improve them a little.
    I do think practicing scales, it could be annoying for neighbors.

    a neighbour complained about me playing recorded music. After a few complaints I asked if I could have a listen , the sound was so quiet I could just about hear it. As I left I said "I understand now". He called the council and they fitted his place with recording equipment , all they heard was bird song and cars and buses going by :-) he was nuts

      Well, with respect, the Performing Rights Society are just doing what they’re supposed to do, collecting royalties (money in other words) for musicians; I cited the Musicians Union because it is they who stand up for us and our rights and interests.

    I had a neighbour who had been complaining about noise for 9 years. .I lived there 2 years . The council said they keep no record of repeat complainers just take each new complaint on its own. This was 23 years ago in Bristol. He even complained when no one was home

      Unfortunately complainers put you right in the doo-doo, I had a council worker complain about the state of my flat, then unannounced the area housing officer called, I didn't answer the door and they are supposed to give you at least 24 hours notice, in this case they didn't. They still want to come and inspect, but we've got other issues at my flat block which I will raise with her, as I am feeling victimised, yet when she called there were two doors with broken glass in them (one has now completely shattered and just brushed under the stairs, we only have one working washing line in front of my block, pub picnic tables on the grass front and back plus other kid's playthings on the back, these that have done this also leave rubbish bags out in front of their flat. Then also we have got a mentally ill person who occasionally shouts at no-one, I just put up with it as it doesn't bother me too much, but just annoying that she must've seen the washing lines and doors when she came, yet nothing is done about it, don't get me started about the state of the pavements within a mile of my flat as some have nearly caused me ankle injuries/falls, yet our council are spending millions on bloody cycle lanes on the main road I live just off of, but nearer to the city centre than me, but can't repair pavements or resurface our car park either.

    I had a neighbour who got threatened with a similar fine because he would play Bob Marley loud 12 hours a day. It got very irritating constantly hearing the same songs on loop and having no escape from it. Could hear it over my own music or TV. I don’t miss that month of Marleymania. Fortunately the threat put an end to it.

    There can be a fine line as to how an individual judges music as opposed to noise. Living in an apartment presents an additional challenge.
    I, for one, hate amplified buskers.
    Musicians should band together and gravitate to music-friendly buildings. If all the tenants are musicians who is to complain?

    Thankfully I've never had issues with neighbors and music - however I did have an awful neighbor (thankfully now ex-neighbor) who used to pound on the walls when our children were playing in the house. Nothing unreasonable, just 4 in the afternoon and kids running about together having fun. Made the whole family miserable for months on end until they finally moved out. Basically - there are some neighbors who simply have no tolerance for other people living life around them and councils are supposed to be a mechanism to filter out petty or vindictive noise complaints. Shame to see something so daft get so far, but well done Fiona for calling it out and staying positive.

    I play guitars for a living and I have got to offer some kind of counterpoint to this. When I rehearse electric lead or bass I use a processor and headphones or I would honestly drive everyone within earshot completely insane. When you're learning new stuff or preparing for something you are often playing very repetitively and sometimes messing it up. There are absolutely ways that could become really annoying even if you it's pretty background. You would want to be VERY careful about exactly what sort of noise was being made and how okay you thought it was, and you can't really do that by listening to someone's half baked cellphone recording of it. I live in an end of terrace house just outside London and I am super aware of not becoming an absolute bane of my neighbours. This really does sound like someone was being a bit mad and I have total sympathy if that's the case but honestly, you have to be really careful. A dripping tap is not loud but it can drive you nuts. I don't know what the situation was here and I suspect most people commenting don't either.

      Only musician in here that makes sense. Lol amazed she doesn't have a sound room or at least barriers. She clearly must be suffering loudness intensity hearing loss too. She admits to singing playing at 75 to 85 db which is LOL concert hall music auditorium levels at the mid focal point. To her she probably thinks her singing isnt much louder than talking. She also doesn't know the db scale or what db really means physics wise especially the kinitic energy levels being delivered to the ear drum and that higher frequency delivers more total energy. Its not about what type of sound being made either as she arguesits not death metal. Lol bass and growls are irritating to most but are lower frequency so do a lot less overall damage in same amount of time versus higher. This ius why most of us lose our highest fq ranges of hearing as get older and why bass irritates us even more so. Nice of you to consider such things as type of noise you're making too but in end its just the noise levels how long one is subject to them and frequency. Thanks for not being selfish like her, the host, and most other musicians making comments.

      Solution obvious. She needs to wear headphones etc like you or make a sound room singing booth etc. She can easily acquire soundproof board or even just blanket walls floors ceiling in her music room. Lol there even the egg carton sound proofing method. Fact is one cannot call oneself a professional musician unless know about and have such things.

    I had a very similar thing happen to me. I almost took my landlord to court but apparently i didn't have a case. So i had to break my lease early and move out. It screwed me financially for awhile but ill be damned if imma pay my rent and other bills on time every month and be told i cant do what i do in my space that im paying for.

    I have always played the trombone in my apartment with a practice mute, I'm paranoid about how loud this horn can be. I finally reached the point of just practicing in my car in a big parking lot, away from any residential setting, for the joy of being able to play openly.

      @@ktang001 I drive a 2013 Ford Taurus sedan and play a Bach 12 (.500 small bore horn, 5'11" with tuning slide fully extended). I usually sit in the driver's seat, facing the passenger seat floor, the tuning slide tilted toward top/back of driver's side door, outer slide going diagonally toward bottom/front of passenger side door. It works, granted I keep the tuning slide retracted and I generally don't utilize 7th position much. I have about an inch of wiggle room remaining with the horn fully extended. Sitting in the backseat though - with the slide going between both front seats - is much better overall for space, ergonomics, and longer practice sessions.

      Neighbors kept calling on me. Cops told them to quit and they blasted a whitesnake cd on repeat for 5 months straight. They finally gave up. But it was like living in gitmo for 5 months. I don't even play loud. They just called the cops every time they saw cars in my driveway. This is not about noise. Because if it was they wouldn't torture themselves and I with a stereo. This is about control. They are miserable people who only want to make others miserable.

    A pianist used to live just above me. I could hear her playing, she rehearsed daily and I didn't mind, because I used to sing everyday as well. Both of us tried to do that during daytime and nobody complained. It got much harder when I moved to Montenegro, they build houses with poor sound isolation, I could hear my neighbours sneezing. Again, nobody complained, but I couldn't make myself to sing loud. Now I occasionally play the guitar and sing at home, but prefer to use the rehearsal room in the National public library. I've signed the petition, but I think the issue of noise is not as simple as allowing everyone to play all they want. There should be mutual respect and some conventions.

    I once lived in a coach house apartment that had 2 units. There was this French guy who lived below me named Sol, and he taught drums for a living. From his apartment. So all day long it was Sol and his students drumming. I never complained about it, I didn't care. But the issue is as soon as Sol was done drumming for the day he'd get upset if he could hear my stereo, and he'd call the landlord complaining. As I explained to the landlord it's pretty hypocritical of Sol to complain about my stereo when he literally drums in his apartment all day long. The landlord agreed and thought Sol's complaints were ridiculous, Sol finally moved out a few years later and I lived there for another 8 years without complaints from any of the other people below me. Sol was a special kind of a-hole.

    I've been going through this since 2010, people in the building where I lived complained about the noise of my acoustic guitar even without an amplifier at day time, but when there was some people banging a hammer on the wall, screaming of euphoria about some soccer game late night or even a jackhammer fixing something on the street, nobody said a thing . I moved countless times, and sadly stopped playing. Now i can only hope that my kids or grandkids would have the choice to play at least an acoustic guitar freely in the future.

    thankfully I live in Brazil, where the law states that your noise can not surpasse 80 decibels at the neighbors house, theoretically you can make more noise if you can contain it enough (although after the 22:00 you cannot make any more noise, at all, till 6am)

    This IS NOT unusual in my experience. Unfortunately, it’s not about the music to the neighbor. It’s power fueled by jealousy and obsession…
    No governing body wants to be in those crosshairs, and musicians are easy targets as we are accommodating and are presumed to be ‘noisy’. I’m in a similar situation with a new neighbor below me. It’s eerily similar.

      But is because you are enjoing yourself that is bothering them.
      I had the same experience and I tried to listen tu music softer and softer but it didn't matter they always got angry.
      It's then that I realized, it's not about me, but they had a problem and they just needed someone to spill their beens on to.
      And my neighbours are on the other side of the street at a considerate distance between us.

      That song is “Hi Ren”.

    I am a drummer from Massachusetts. Growing up, i had a neighbor who called the cops on me for like 10 years straight. Probably about 100 times. One time, the cop had a decibel meter and from the woman's house, i was in a normal, acceptable range. The cops usually were cool and totally understood. She even took me to court. But by the time i got into court (i can't remember but i think there was some kind of mediation first), i told them that i was moving in a week anyway (that was just by coincidence) so we all agreed to just wait til i left. She was affectionately known as "the bitch across the street". Yes, she sucked. Yes, it broke my heart. But as i got older, i definitely got more sympathy for her. My family was renting an apartment (keep in mind that no one in the apartment minded) but she was living in a house that she paid for. A lot of the times, i was having band practice and was probably pretty loud. I kind of feel bad for it now because it really bothered her and imagine buying a house only to be a prisoner there. I'm definitely on team musician here but to some people, it really is just noise. And remember, they aren't the one getting the enjoyment and therapeutic experience from it.
    I know I'm all over the place but it's not a simple as we'd like to think. I'd definitely feel more guilt over it as i got older. Try to work out a solution if its possible if you are going through this.

I've certainly been a nuisance without realizing it and now I ALWAYS practice with my headphones.. and I own an actual house where my neighbors aren't anywhere near me. Believe it or not but no one cares that youre a musician.. once I realized that I had a much more realistic perspective on life.

    I play electric guitar daily. I live in terraced housing, so neighbours both sides. I simply use headphones.
    I'm not saying this will work for everyone, but it works for me and my neighbours.

    As a musician who lives alone and practices from home I have always lived in small cottages and tiny houses. That's the only way I can freely make music with out bothering people or attracting complaints from neighbors.

    I am also a muso and play guitar. I am very aware that many people can be annoyed be the sound of unwanted music. I practice with an unplugged electric guitar. I always respect others and try not to enforce the sound of my music on others. I notice over the years of gigging that audiences respond better to lower volumes and stay longer to listen to a gentle quality sound.

    If it's anything like NZ the authorities will allow all levels of sub bass leakage from stereo systems, allow virtually any level of construction noise, almost level of modified exhaust systems (boy-racer muffler systems on cars) with no recourse for sufferers.
    Play a bit of Bach on the street corner with a classical guitar, well, watch out.

    I’m super keen on making our cities quieter, I’m also realistic about how we have to be more tolerant when we choose to live this close together.
    What if the noise was made by a baby or child just being generally loud, rather than by an adult with an instrument? Would that have caused the same issues? I’d have been tempted to play a 10 hour playlist of kids screaming to test what is allowed. Scumbag neighbours.

    This was a clause in my contract at the last place I rented - play no music or instruments at all. I was even expected to do anything that made any noise only on Sunday, so playing music, doing washing, DIY, I was expected to have to get done on one day of the week.

    Playing music is a gift to the heart. When the law takes that gift away ,that is taking away a person's soul. I have never heard this lady perform. But I do feel for her. I've been in shoes like this before. It's not fun. I hope she gets her gear back and yes my prayers go out to her.

      The authorities never go after the thugs playing dance music at 130 decibels, with homes stuffed full of people charging and jumping around drunk, and making the neighbours literally suicidal in their own homes.       If someone is continually making noise above an acceptable volume then yeah it needs addressing.
      It's easy to paint this one-sided from the musicians perspective, but they know what they're doing, they know it's not nice when someone plays loud music every day.
      Once in a while, every few days for an hour or two, sure. Every day, all day? Nah not cool.
      Rent a studio!

Music (and anything) can be banned under noise abatement law, what is considered too loud or repetitive I'm not sure. To be honest I find the BS from this government too loud and repetitive.

    I live in Slovakia. 0600-2200 you can make noise in your home. 2200-0600 you can't. Now I am a shift worker so I get that day time noise can impact rest if you have come off working all night.And it's not fun having been up all night, fall into bed and someone starts drilling etc. This comes down to agreement and discussion with neighbours. I make sure I only play guitar in the afternoon only. As musicians we need to be able to play but also be considerate. Communication is everything.

    I've had noisy neighbours before and it's very difficult to get the council to do anything. The allowed noise threshold is pretty high. If you're a musician you can use headphones and if you want to crank up your amps etc.. then go to a studio or soundproof your house so neighbours can't hear it. I play guitar and bass and my neighbours never hear it.

    As a learner myself i just couldn't imagine being told i cant do what has helped me mentally as well as give me a passion in life. Im not the greatest player, and some could deam what i play is aggressive. But i respect my neighbours as im sure she does.     I'm sure it all comes down to how much noise you make. I was a local heavy rock drummer/bass player back back in the late 80s through to the mid 90s in a very dense part ofthe city. when I moved into my house the first thing I did was thoroughly soundproof the outhouse in my tiny garden so the neighbours didn't have to suffer me and my band mates practising in it. never had the slightest inference of a complaint in the 15 years I was there.
    being considerate to others avoids so many issues in life.

    As much as I feel sorry for Fiona and her situation. Having been through the process of noise complaints against local builders (Which I eventually received compensation), this video trivialises what is actually involved in getting a complaint to the point of a threat of fines and confiscating equipment.
    You are expected to keep a log of times, types of noise and even decibel levels, you are expected to communicate with whoever is producing the noise before the council will even get involved to come to a solution with them. It’s a long process to get anywhere.
    If practising and recording acoustic instruments at home is important to someone, then it’s a good idea to look for places better suited to this for somewhere to live or look into anything that can insulate sound.

    Correction-there's are some neighbours who are tolerant but tolerance runs out. Note-tolerance means putting up with something not deserible/annoying, you will only realise what noise children make when you live with neighbours with their children.

    I hadn't come across this story before, and I am appalled. I suppose, in London boroughs the tightly packed population means that your neighbours are a little closer to your music than out in the rest of the country, but she wasn't playing anything particularly obtrusive, or at unsociable hours.     To a degree I can kinda see both sides to this. If you say work from home and your neighbour is making enough noise that it is disturbing you working, I can see how that would be annoying. I can also see how you'd want to do your own thing in your home, even singing (I'd love to see them take that instrument away 🙂). Fortunately, I've never had a problem practising my instruments, but it could happen. Playing Devil's advocate here though, isn't the onus on the person that is disturbing others not do so. Therefore, as there are many ways to soundproof (at least significantly reduce sound output) a room, for example sound deadening materials applied to walls and floors, that can be done professionally for a few hundred. I know of voice actors who have small sound booths setup in their garages that are almost completely soundproof. Surely you can take mitigating action to not disturb your neighbours, no matter how winey and entitled they are.

    This sort of thing is particularly upsetting when I think about how far I went to ensure that I would cause minimal disruption to neighbours because of music when buying a flat recently. I knew we weren't going to be able to afford anything huge but still, I only considered places which either had an outbuilding where I could practice, or a room with at least 2 walls between me and the neighbours (and that's surprisingly hard to find).
    I found one, and now I'm in it I'm so pleased with how it's turned out, music is quiet even within the apartment, which is 2 level, and when someone is downstairs apparently music only comes through very softly, so I'm confident it must be very quiet for the neighbours. But to think that there might be neighbours bothered by even the slightest bit of noise from next door which could try to enforce such a ridiculous order, and that this order would be both legal and hard to fight is just intolerable.

    its tough but i actually agree with this, i've had people playing guitars for 3 hours straight either on their amp or even acoustic, its a pain in the ass, remember that just as you have to right to peace and quiet, so do we. I like playing the guitar but i play it silently, if i want to play the acoustic i go to a jam room or a friend who lives in a detached, its rough but unfortunately we have to respect others right to peace and quiet.
