Nightcore is basically a sped up version of the original song, often with the vocals having a higher pitch as well. A lot of the imagery is part of a particular art style, but not necessarily anime.
For a second I thought the picture was Hoaqin (or whatever the name of the slayer in the train was) from Tower of God...
The tower of god anime didn't even exist in 2016 :D
