On the one with broken touch, triple tap the home button to enable VoiceOver. That way you don’t actually need to use the whole screen because you can just swipe left and right to go on something and then double tap to activate.
Or you could try setting up with your Mac?
Just a tip - it seems that if it is Activation locked - there is no time in the status bar - however if you look at the ones that weren’t locked - there is a time displayed

@@grandtheftauto1233I recently got a IPhone 5 64GB in Mint like seriously mint condition. It had icloud lock, however it had a sim. Contact the owner by using the number stored in the sim. Called them and they sounded so confused and said that they don’t know the details. It’s probably the fifth time this has happened.

@@AppleManiacYTI have a theory that they got rid of the broken ones due to being broken and didn’t bother locking them assuming they would be scrapped but the good condition ones that are locked were probably either stolen at some point or lost so the owners locked em and found them later and forget how to undo it and it went off to be sold on eBay by ewaste recyclers

I wish there were better deal ebay lots, I managed to get an iOS 8.0.2 iPhone 5 and a iOS 7.1.1 iPhone 5s from a $70 iPhone 5/5s lot with 10 iPhones. Rest were iCloud + passcode locked and one 5s was iCloud locked with no passcode on iOS 8.1.2

I just got an iphone 5 from a local buying and selling site for around 8 dollars and its working perfect, i think it doesnt even have icloud lock, it was unlocked, the top half in the right corner higher than other parts of phone and there is a small missing glass in that same corner but everything else is almost perfect

Funnily enough, I've actually used a 5C home button on a 5 and vice versa when I didn't have access to the right parts.
