How to increase output amps?
You can increase the output by connecting batteries in parallel but when you connect it with arduino it's voltage regulating circuits moderate the supply so from arduino you can't increase amps.

Without using the resistor your LEDs will heat up after some time and chance to burn.

Don't use power supply more than 12v and below this voltage, heating is common to all arduinos so don't worry about that and work safe.🙂
