I always imagine just driving on some dark road at night, turn on the radio, and hearing something like this. Having no clue where it's coming from. And it's scary because there's no real imminent threat, but it's just the idea that this is being broadcast, and not knowing what it means. Having no visual to attach this to is what makes it so unnerving.
I am a pilot in Europe and occasionally I listen to the buzzer on night flights when workload is low. To me it's a reminder that the world is a peculiar place...
