I tried this and it did not work at first, but once you replace (distro) with for me was Ubuntu, you don't get errors. I had to restart WSL and docker and now it is working for me.
Finaly i found video that shows how to setup docker and other stuff to work with laravel. Tank you mate Btw 2 days of pain to figure out that its not "larvel" but "laravel" :P

After running the Laravel command I get stuck. It gets into Building (7/15) and just never gets past it.
