People sell zero days like that for the kind of money that creates generational wealth. They don't typically send it overseas in random cheap cables to infect random phones of no significance. They sell them to governments or random folk with thick billfolds and assorted interests. Using zero days like this would dramatically increase the likelihood of it being fixed, and those people do not want that.
