Basically conflict area is a simple quick way to do set up conflicts. It has bugs many times. Use for simple situs Priority rule is for complex situ where conflict area is just not enough or bugs cause issues
Best is to use 'Node evaluation'. For each arm and for the whole junction it will give you the average vehicle delay. That you can translate into LOS based on the HCM for example or any other country's standards. However, new versions of vissim also provide you with LOS values. But you need to check what thresholds (probably HCM) it uses in the vissim manual.
Sometimes conflict areas not working properly. Vehicles are just waiting there without doing anything. You also have more control over the priority situation.
