Your wording implies that if popularity is an excuse, there should be a secret underlying reason as to what some champs get this many special skins. But I think it's well-accepted the reason is they make more money.
If data showed Lulu could make more money than Leona with special skins... why wouldn't they just print Lulu skins?
And I say this as someone who mains Lulu and who never plays Leona. I'd love for Lulu to get more skins; but at the very least I can understand why champs like Yasuo, Ahri or Leona gets a metric ton of skins.

They are so good! The Seraphine splash art is a bit awkward, but still nice. I absolutely love the rest
hopefully they cool it on leona mythics and prestiges after this cause holy shes been getting alot, battle academia prestige, into high noon legendary, into crystalis motus mythic into anima squad prestige like goddamn, i wish my sam could get skins like that back to back to back
I imagine she's not only super popular; but every time they made a special skin for her, people spent mad money on it. At this point I hope next time they give her the """privilege""" of getting a $200 mythic while they give the regular prestige/mythic to another champ.
But realistically, if they keep printing skins for her, it gotta mean every skin of hers perform madly well. And that would mean they are not cooling it on her at all.

Sabemos que Briar es primordian, pero no debiese ser Briar battle shark ya que pertenece a equipo de Seraphine? Además en el backeo de Aurora battle bunny podemos ver que Aurora sostiene con sus manos a un Primordian pequeño y se puede ver como esta la acaricia como si fuere una mascota, eso quiere decir que Briar sería como una adoptada dentro del equipo, solo que para controlarla la tienen encadenada
si tambien me percate de eso , en otros splash promocionales briar no esta con los primordian

There's really something off with Seraphine's face, especially the eyes. The eyes looked too far apart and the pupils have odd placements which makes me doubt if it really is a pro artist doing this. The rest are good, just the face that is off.

there are visual updates, where they update a champs that looks old, complete rework, when they rework a champ that has an old kit that doesn't fit anymore the style of the game, this type of rework usually completely reinvent the champ, they can change the design, his lore his abilities everything and those mini updates where they update some spell like olaf wen they added a shield on his w and made his r infinite if he right clicks, those are usually for champs that are difficult to balance bc of their kit but they can still works
