I’ve only been on 1 cruise Pre-pandemic and didn’t get the Wi-Fi package. Going for my 2nd cruise in 2 weeks and thought about it but it really doesn’t seem worth it. It’s too expensive for something that most places offer for free. I’m going to spend my money on other things more worthwhile on my vacation. I can post pics when I get back. Until they make Wi-Fi a normal part of cruising I can do without.

Yep, didn’t have Wi-Fi 1st week on Celebration, but MZ got it at the terminal in Aruba, & at Starbucks in Curaçao. 2nd week, we got the free social Wi-Fi from being in the elite casino group. That was an easy upgrade to the middle Wi-Fi for $35. But like you said, no Wi-Fi calling, no texting, (also no TH-cam videos!!) But we made a bunch of calls while in San Juan Wed.
Yes it does. Per the Carnival Hub App... "This plan offers access to ALL sites from the Social and Value Plans at speeds up to three times faster." You can stream movies, video chat, monitor your home and browse the web seamlessly, including apps like Netflix, Hulu, Spotify, FaceTime, Zoom, and Ring where coverage allows. Cellular-network-dependent Wi-Fi calling is not supported.

Not through wifi, but if you purchase the chat feature in the Carnival Hub app, then you can text that way. It's only 5 pp for the whole cruise and works well when the app is kept running in the background.
We were able to get texts through wifi on our last cruise (if your app is set up to do text over wifi). We could not do wifi calling though. Carnival doesn't allow for that. You can do calls through FB messenger though. Happy sailing!
Carnival does limit access to certain websites. Assuming this doesn't fall into that category I would try the Value plan and if it isn't fast enough you could always upgrade to Premium while onboard. I would suggest you check one of the cruising websites like cruise critic and see if someone knows for sure there. Happy cruising!
@trinichick76 wifi is very expensive. If you purchase pre cruise, you can get a discount, and if you pay with gift cards bought at a discount (AARP), then you can realize even more savings.
