The first part is to show us, only with Hayasaka that Kaguya can be honest and openly show her bad and annoying side with. Kaguya had been acting ladylike 24/7, even with Chika who is suppose to be her best friend. Kaguya is open up to Hayasaka to the point that she doesn't hide her bad habit and Hayasaka also pay that back in her own way, like made a scene in the class, or talk shit to Kaguya in her face. They're bickering like a closed friend or even sibling. This show doesn't shy away to show bad side of your beloved character. Chika is a good example. She's not as pure as we thougth she be in 1st season, but we still love her.
It's a shame they didn't translate the flyer with Miko Iino's campaign promises in that last scene cause it does explain why Ishigami called her annoying. Basically, some of her major pledges include mandatory haircuts for everyone (crew cuts for all the boys and pigtails/braids for all the girls), banning mobile phones in school, banning romantic relationships between students, etc.
To be fair, it is revealed in the next episode. But yeah, for first time viewers it leaves a bit of confusion and a lot of people don't watch the next episode until the following week.
The episode where Kaguya got sick stops me from being mad at her. When we see her family's motto and when she says something like "it's the first time for me and I don't know how to do it any other way" I understood that it wasn't just a tsundere act, there are things that made her the way she is and even though she wanting to change old habits die hard.
I like the election arc, because it's where you really see all the cast turn into full characters and not comedy archetypes. And the series holds that standard even at the end.
I can see why one might be a little annoyed at Kaguya (and not Miyuki) because Miyuki's a lot more honest with himself, regarding Kaguya; While he won't admit it openly, he KNOWS he loves Kaguya. It's really hard to say if I found Kaguya annoying, the characters all have such depth and are well fleshed out that it's really not a lie to say only sometimes like anyone else could be.
You probably don't know this anime, but the scene where Chika and Shirogane were talking about who should help with his campaign speech was an incredibly direct reference to a scene from the Monogatari series (seriously, the scene is almost identical). And the scene where Shirogane and Miyuki were acting like "villains" is very likely a reference to another anime (Jojo's bizarre adventure). By the way, I don't know if you managed to read Iino's panflet with her campaign promises but they were pretty bad: Rules like extremely short hair, skirts pretty much covering even the ankles, like 10-15 cm of distance between male and female students at all times, romantic relationship being completely forbidden and many other crazy/super strict rules like that. That's the reason why Chika abandoned the idea of helping Iino.
Hayasaka is sogood at this (and everything else)! Keep in mind, she had just a few hours, AND the guy she was trying to flirt with was already madly in love with someone else... Any other circumstances, and she would have him around her fingers for sure!
i don’t find her annoying at all tbh. she’s a teenage girl dealing with a lot and this has been happening for a while, though i’m pretty sure it’s obvious the things she’s feeling are hitting their peak and they have to go down someday. (aka she comes to realize how deep she’s in) so i never found her annoying. but kaguya is also my favorite !! her development and the way she thinks are just so interesting to me and so well written
Hayasaka deserves all the love in the world! She's best girl, 100%. Kaguya does get on the nerves, but I've always been more of a fan of shows that actually have development when it comes to romance.
Kaguya had a reason to be disinterested in the Moon though and that's because her name is Kaguya (as in the story of Princess Kaguya) and as a result has negative connotations of the Moon.

I think your problem is basically that you're not used to slice of life anime and romcoms, and their common tropes, as tsunderes. I'd even say that kaguya as a tsundere is pretty light compared to a lot of them. There is also some misunderstanding on your part here. Hayasaka wasn't trying to "prove something" to kaguya at all. She was genuinely annoyed with what kaguya said and wanted to get back at her. Nothing more. 6:45 And why would you want only kaguya to say this to herself? Shirogane acts exactly the same as her most of the time. I never really got annoyed with Kagyupa coz i wasn't watching it as a proper romance anime, where the manga currently is its basically a romance romance but before that its just straigt comedy so as long as you watch it as a comedy and don't take it seriously then yh its great.
I love Hayasaka, but I was the Hayasaka in high school. I would taunt my friends for not making moves on their crushes, play the detached cool friend that was so above it all. The thing is, Hayasaka is not real and she's not living her life. It's easy to get behind her over someone like Kaguya who is an emotional wreck.

She might be a bit too much from time to time, she might be even spoiled or crazy at some points, but then, she knows no better, again, what do you expect and are your expectations realistic? I would say she is even too normal and humble for that type of upbringing. Imho.
