Yep. As long as you don't do the preceding mission (Turian Platoon), you can do this mission as long as you don't go to Thessia. Just do Grunt's mission, the Tuchanka genophage mission, the Citadel, then, come back and do the Platoon, then the bomb

It's probably done with console commands on the PC version. ME2 had hidden dialogue for characters you weren't supposed to have for every mission too.
ME2 was originally going to let you recruit anyone whenever you wanted. They should have kept that.
