If something is colored and shaded, completely finished up, but still with incomplete movement, and is called an animation... it technically isn't animated or is very poorly animated, no matter the quality of the art. It isn't technically an animatic either, because every other facet is finished, and animatic is supposed to be unfinished. That's why I asked if I could animate this video, because it is the unfinished foundation of an animation, and animating it would make it finished. i just wanted to make sure you knew!
