If cruise lines charged $1000 on your cruise account for people arriving in the last 10 minutes prior to sailing they could reduce this problem quite a bit.

No no no. If it gets stolen you are screwed. If you are late the ship staff will go in your cabin and get your documents and give them to the port officer for you. Leave them in your cabin safe. Also always make copies of all documents. Also take photos of all documents and email them to yourself and a trusted family member
