When I click WBlock, there is no popup screen that allows me to select and save...I need to turn on some checkmark?

I'm using autocad electrical 2020 and when I follow the steps you have taken it does not bring up the same windows?
It brings up the block editor after selecting the symbol?

In case it helps. I found that making sure I have a Tag1 in there that it brings up the proper window.
