Don't forget, if you remember from the UK version of this, there was that one final chase where the chaser won, with 0 seconds remaining and the final part of the answer not said after the 0 second came. That connects with your first sentence, which the chaser had absolutely no time to say the full answer, yet the judges in that case approved his time! The team in that video I linked could've walked away with the money, but that final chase was more controversial because compared to this, the team would be at the mercy of the chaser's fast answering than the other way around.
