You should/must turn if the road is clear, you don't need the filter. You will fail if you wait, when it's clear to go.

Rajib Pervez , no you can use both lanes, it’s a continuation of the dual carriageway (look at the road markings)

This was fine, they got themselves back into the correct lane safely
