@chingandhanji technically a skilled user is defined if a user can make the most out of a df. Katakuri's was just a mochi fruit but he made it a formidable fruit by infusing haki with it. Same with lucci, all his df does is turn him into a leo, but both users awakened their devil fruits via hard work and now they're near admiral levels each

In games where there’s a variety of abilities and ways to play choosing the fruits that have been made better then most or have low cold downs/high dmg/moves that outshine the rest there going to be fruits that are easier then others or don’t require skill. Like the ones in this video.
Edit: it is also a matter of how good the player fighting the players who use these fruits are but! Any 30mil could lose to someone who spams/uses these fruits because it’s poor game design. Especially if that 30mil is using a fruit that takes skill, but yes it’s pointless to consistently complain about the fruits and in a way it is a “skill issue” but also with fruits like ice and dough where you get free and easy combos that can kill anyone (that’s not using sharkmen) then it’s also not a skill issue…
